What Can Be Done
1. A Fact Finding Panel of experts could be organized and established, either at the national level or regional multi-state level. The impartial Panel members - screened for potential conflict of interest - could be given legal authority to investigate and evaluate the Manhattan Project 2 program which includes the alleged human brain mapping experiment, and present and file a public report on the facts in a timely manner. Personal information about Victims need not be discussed or disclosed in the publication.
2. An impartial Ombudsman could be appointed, either at the national level or regional multi-state level. This person could fact find, make recommendations, and become legally empowered to direct the perpetrators of all federal agencies to immediately Stop the illegal human experiment known as Manhattan Project 2 and the human brain mapping experiment, which process should cause the least amount of harm to Victims. Security detail will no doubt be necessary.
3. An impartial Dispute Resolution Committee could be organized and established for out-of-court dispute resolution. The goals: impose restraining orders during deliberation, physically separate the perpetrators from the experimental controls, discourage in-absentia public hearings, freeze experiment funding for all agencies and contractors - and not to be forgotton in importance and priority - provide immediate and satisfactory Relief to Victims, as well as other matters to be determined.
4. Special Counsel could be appointed to investigate and identify all funding sources for the experiment, and publicly disclose names of individuals and organizations most likely benefitting from the Manhattan Project 2 program which includes the human brain mapping experiment. A final report could be filed for public viewing, complete with recommendation for further action including federal agency reorganization, decentralization, or dissolution.
5. An immediateI Injunction could be filed with the U.S. Courts by the Attorney General or a select group of twenty-six State Attorney Generals. The GPS global positional satellite system might have to be shut down for a day or two in order to carry out the court ordered Injunction.
6. A Senatorial Special Investigations Committee could be assembled to hold televised CSPAN hearings in addition to on-location interviews, about what's going on in Albuquerque New Mexico - at military bases, at federal research labs, at space exploration sites, and inside federal contractor offices. The Special Investigations Committee could subsequently review mission objectives of all federal national security agencies, identifying overreach and potential constitutional violation, and then issue a final report.
7. The Intelligence Oversight Board at the White House,responsible for oversight of the Intelligence Community’s compliance with the U.S. Constitution and all applicable laws, Executive Orders, and Presidential Directives, could confirm, to the general public, the existence of the Manhattan Project 2 prgram and the alleged human brain mapping experiment, as well as disclose any participating foreign partnerships and contributions. The White House could issue a formal written Presidential apology to each Victim of this illegal human experiment.
8. Individuals like you can take time to become aware of this Human Rights Cause, sign petitions to make ending the Human Rights abuse a priority including ending the spending for it. People like you can write letters and emails in opposition to illegal human experimentation and send them to elected officials, governors, and the United Nations Human Rights Council.
