Illegal Human Experimentation occurs when doctors and researchers use living people bodies – not dead cadavers – to experiment upon without that person's permission. It can be accomplished by an act of force or statements of deception or supervisors order to participate for example. It generally causes harm to the person and is accompanied by an immense degree of human suffering. Doctors and researchers who perform the unethical experiments are referred to as Perpetrators. The illegal experiments are frequently hushed, or classified as Top Secret. When the goal or desired outcome for the human experiment is a medical or scientific discovery, profit becomes a strong motive for Perpetrator participation. Many of the illegal human experiments take place in a quarantined building or isolated community.
I beckyb am a Victim of the Manhattan Project 2 (MP2) program – a name I assigned to the federally funded program - which includes the alleged human brain mapping experiment. I have tried repeatedly to Stop my forced participation. I have never given Informed Consent permission to anyone. I have been denied Human Rights and am struggling to survive and stay alive. I wholeheartedly do not want what has happened to me to ever happen to any of you.
Between 2015-2018 I beckyb was repeatedly and intensely struck by these alleged directed energy high powered laser beams. This caused swollen limbs, burned lips, skin boils, diminished oral hygiene, tremendous pain and suffering, and a temporary loss of the use of my legs. I was hospitalized and diagnosed with an autoimmune disease which I directly attribute to the illegal human experimentation.
The United States government, through various federal agencies and contract partnerships, sought to collect data on human exposure to nuclear radiation during the time period of the Cold War which followed WWII. The majority of human radiation experiments were performed by lead government agencies, either the military under the Dept of Defense, or by the Atomic Energy Commission nowadays called the Dept of Energy. The research, development, and deployment of the atomic bomb is one such DOE program – it is known as the first Manhattan Project. The use of atomic energy for defense weapons leads to several human testing experiments for the purpose of studying the affects of nuclear radiation during the Cold War decades. The Fernald Center for the Developmentally Disabled Experiments located near Boston is but one example. The test researchers lured almost 6 dozen boys into the human experiment of studying the affects of ingested radioactive- isotope- laced- morning breakfast cereal - with prizes of food, parties, and sports tickets awarded to the unsuspecting research subjects in exchange for participation.

After the close of World War II, with ethical polices of Informed Consent and the Physicians Hippocratic Oath (First Do No Harm) readily in with medical community knowledge and practice, Dr Saul Krugman conducted a human research experiment using mentally disabled children he supervised at the Willowbrook State School in Staten Island, New York. The innocent, young and helpless were intentionally infected with viral hepatitis disease for the so called public benefit of discovering a vaccine that would prevent infection.Parents were deceived into signing consent forms. After years of research using these children, Dr Krugman was applauded by the medical community for his vaccine discovery achievement. This human research experiment is a typical example of a means-end justification system, wherein the means, the human experiment strategy – which includes stripping individuals of their human rights and dignity – justifies, merits, and rewards the end result.

Another federal agency that willingly participated in illegal human experimentation, even after the United States recognized the Nuremberg Code of Informed Consent, is the U.S. Public Health Service nowadays known as the U.S. Dept of Health & Human Services.
Again, similar to the Willowbrook human experiment, exploitable poor, impoverished, mostly illiterate research subjects are chosen without proper consent. In this instance, about 400 African American males – sharecroppers and farm workers – are targeted. These men, who already have the sexually transmittable disease of syphilis, were offered medical treatment by Public Health Dept researchers. But this was a deception tactic: the researchers really did not have a cure for the disease. In fact some of the research subjects did not even know they had syphilis or understand what the disease was or how it was contracted.
By 1947, when penicillin was discovered as a responsive medical treatment plan for syphilis, these Public Health Dept researchers intentionally withheld the antibiotic from these test research subjects. Public Health Dept researchers did little over the decades other than to observe the disease in these men and watch it advance.
Towards the end of the medical research study, only 74 of the African American research subjects were still alive. Many of the wives and children had become infected as well. The illegal human experiment was finally shut down in 1972 with whistleblower efforts and public outcry.

Professional tennis player Harold Blauer self-admitted himself into the New York State Psychiatric Institute of Columbia University after a divorce. A Dr James Cattrell – in conjunction with clinical researchers for Special Operations at Ft. Detrick Maryland – turned Harold Blauer into a research test subject unbeknownst to the tennis star or his family, and administered a derivative of the truth serum drug mescaline. Mr Blauer died from the injections. The truth of his 1953 death was withheld from his family until 1975, covered up by federal government agencies and contract partners until that time. In response, the Estate of Harold Blauer took the wrongful death case to court for damages.
This illegal human experiment gives credence to deception and cover-up decision-making practices used by the United States government, all for the so called public benefit of national security.

In the late 1950s a group of soldiers was ordered to volunteer for a test. James B Stanley was one of these men. They were sent to the chemical warfare testing lab in Maryland. They were not asked to sign any Informed Consent papers, and were not given full disclosure as to why they were at the secure lab testing site. The men were administered chemical mind altering drugs and skill tested. James B Stanley, a young man, will spend most of his adult life years challenging the authority of the military in one court of law or another. Finally, almost 30 years after the fact, the Army Sargent and his legal team get a chance to be heard by the highest court in the land, the United States Supreme Court in Washington DC. Disappointingly, the Supreme Court ruled in favor of the military defendants and not for James B Stanley. The Court reasoned that enlisted servicemen were not eligible to sue for damages; that volunteering for human experimentation was fully in the line of duty.
There were dissenting opinions of support however. Justice Sandra Day O'Connor stated that “no judicially crafted rule should insulate from liability the involuntary and unknowing human experimentation alleged to have occurred in this case.” Justice William J Brennan observed: the United States played an instrumental role in the prosecution of Nazi scientists who experimented with human subjects during the Second World War, and the standards that the Nuremberg Military Tribunal developed to judge the behavior of the military defendants states that the 'voluntary consent of the human subject is absolutely essential ... to satisfy moral, ethical, and legal concepts.' If this principle is violated, the very least that society can do is to see that the victims are compensated, as best they can be, by the Perpetrators.”

The Human Brain Mapping Experiment under MP2 is current and ongoing even now. The research study is carried out by using wireless laser beams which connect the brain to a central supercomputer of some sort using the science of medical physics. The number of Victims is unknown. No Informed Consent has been granted. Repeated inquiry to various federal agencies has yielded no satisfactory response or relief. An official complaint has since been forwarded to the United Nations. Until formal acknowledgement has been received in writing, the human experiment will be classified as alleged.
